What Is Section 8?

Section 8 — formally called the Housing Choice Voucher (HCV) Program — is a federal rental assistance program administered locally by NYCHA (the NYC Housing Authority). It is the largest rental assistance program in the United States.

The basic mechanics: the voucher pays the difference between 30% of your gross household income and the fair market rent for your unit. You find your own apartment anywhere in NYC from a private landlord who accepts the voucher, and HCV pays the subsidy directly to the landlord each month.

How It Works in Practice

Here's a concrete example for 2026:

If you choose an apartment above the fair market rent, you pay the full difference out of pocket on top of your 30% share. NYC also has Enhanced Vouchers that can exceed standard fair market rents in some circumstances.

CityFHEPS: NYC's Local Voucher Alternative

While Section 8 remains closed, NYC funds its own rental voucher program called CityFHEPS (City Fighting Homelessness and Eviction Prevention Supplement). CityFHEPS is available to households who are either homeless (in shelter) or at immediate risk of eviction. Eligibility and benefit levels differ from Section 8.
